I am told that Pius IX condemned 5' non-inlet-tuition " of other states against

a wrong-doing slate. Can you tell me the date of this and the exact words in the Latin or Italian original? (S. P.)

The principle of the non-interventioa was listed among many other condemned propositions in the Syllabus of 1864. The condemned formula is: " Proclantandum est et observandum principium, qttod vacant de non-interventre." It had previously been condemned at greater length in the Allocution "Novas et ante " of September 28, 1860.

I run anxious to do a little reading on the general subject of Post-War Reconstruction, and am writing in the hope that you may be able to suggest some books on the subject. I trust this request is in
