BELLIGERENT RIGHTS

SIR.—Now that the Court of Appeal has published its sentence in the case of the Spanish ss. Aranzazu of Bilbao, explicitly recognising Franco's Spain as a Sovereign State on evidence furnished by H.M. Foreign Office, can anybody explain how and why the recognition of its belligerent rights can be denied to that Sovereign State?
