Mgr. Ramon Navarri, Bishop of de Urgel and Prince of Andorra. greeted General Franco on behalf of the Principality of Andorra. In reply to the Bishop, General Franco said that when the Germans arrived at the frontier, they offered Andorra to Spain, but Franco's Government flatly rejected the offer, stating that Spain's only interest was that Andorra should remain as it had always been—under the joint sovereignty of the Prince Bishop of Urgel and the French Prefect.
