KERALA REDS' VICTORY

The ruling Congress party in Kerala State was defeated in a noconfidence vote last week, which could result in a Communist takeover of the State government. By a vote of 72-50 in the State Legislature at Trivandrum, in which 15 Congress party members sided with the opposition, the government was voted out of office.

Mr. Shastri, the Indian Prime Minister, may take over the reins of the State government under a rarelyused device which permits federal control.
