" If lee can get family life restored the chances are that delinquency will .disappear."

So said Mr. John Wolfenden, principal Probation Officer in Liverpool, speaking on " Crime," last week. He added that behind nearly all habitual criminals stood the ghost of a juvenile delinquent who was standing in the shadow of a home where something had been wrong.

Many people liked to think that all criminals were mental deficients or poverty-stricken. Such was not the case. In the upbringing of the child the home should come first, followed by the Church, schools, and the youth organ isations.
