From a Special Correspondent One of its main purposes will be to stimulate a huge wave of strikes among seamen. dockers and other waterfront workers throughout the

West. The name of Britain was specifically mentioned in this connection.

The struggle for peace, said the Italian fellow-traveller Nenni, at Sunday's meeting, will " enter a new stage when U.S. arms deliveries start to arrive in Europe."

Then, he said, dockers and railwaymen in particular will have " an important role to play. We must find ways and means with our British, Scandinavian and American friends to reinforce the movement."

The choice of Italy as the meetingplace for the congress is the latest in a long succession of moves to counter the Holy Year.

The Communists have tried to oppose it, to ridicule it and to ignore it—all to no purpose for the effect of the Holy Year upon their hold on Italian workers has been marked.

Now they are trying a counterattraction.
