Catholics—yes: Vatiranists, no! — this formula is defined as " heterodox and antiSpanish " by Cardinal Goma, Primate of Spain, in a Pastoral Letter entitled What we owe to the Pope.

The Cardinal warns his hearers against thinking that the Pope is not well informed on Spanish affairs.

"To the Vatican we owe our national greatness since the greatness of Spain arises from Catholic unity which is inconceivable apart from a close unity with Rome."
