Further particulars regarding Spain's new scheme for marriage loans have now reached us. The facts given below apply to the province of Madrid.
Loans are granted only to workers entitled to benefit under another existMg scheme, that of family allowances. Conditions are that both parties applying for the loans shall be single, the man 30 years of age (or 40, if he is an ex-Civil War soldier), and the woman under 25. The aggregate income of the couple may not exceed 10.000 pesetas per annum (roughly, L250).
During this month of November Madrid province is facilitating 48 loans of 2,500 pesetas to men workers, and 93 loans of 5,000 pesetas to women who undertake to give up salaried work they have hitherto been engaged in. These women may not again take up work unless their husbands, becoming unemployed through no fault of their own, are unable to find other work, or if the latter. arc unable to work through health.or similar reasons.
Loans carry no interest, repayments being at the rate of between 25 and 50 pesetas monthly. The birth of a child brings with it a further benefit each time to the couple: 25 per cent. of the balance due is automatically crossed off.
All business is transacted through the National Treasury of Family Subsidies.
