Fr. (" Safety Zone ") Jacquinot, S.J., is at present in Hankow organising refugee zones there.
He stated that both sides had agreed to the formation of a large Hankow safety zone which would include the three former foreign concessions and the French concession. But while the Chinese want to add their model city, the Japanese are refusing this request, and wish to include, instead, their own concession.
